Utranchal, the names in India just like English names are usually combination of two words, so the state where you are going first is called uttar (north) and anchal (region), region is also called predesh, hence Madhey Pradesh,Andhra Pradesh and Uttar Pradesh, where Madhya means central,Andhra mean southern and Uttar again means north, when you start splitting the hair, Anchal will be geographically smaller then a pradesh,and as Uttaranchal was part of Uttar Pradesh (U.P.) it was called Uttaranchal the name it still have.

The same applies to the cities where the name of a king or ruler or some other Hindi word is joined and name of the city is formed, Jaipur literally means Jai (Jai Singh the ruler) and Pur (city) so city of Jai Singh, the other names for city used are Baad which is Urdu work for city and used for the cities which had Muslim rule like Allahbad and Hayderabad, nagar,Baas,Ganj could be other words used after and in city names for collective people or places.
One last thing, Rajasthan (which was called Rajputana earlier) means, Raj (related to Ruling family,which here means Rajputs,the warrior caste in India) plus Sthan (which just means place) means place of Rajputs.
